The Telegram messenger was blocked by the decision of the Tagansky Court of Moscow dated April 13, 2018 in connection with the failure to comply with Russian legislation on the provision of keys by the FSB to decrypt user messages.

Earlier on Thursday, the press service of Roskomnadzor reported that, in agreement with the Prosecutor General’s Office, the department was removing the requirement to block the messenger.

“We appreciate the readiness expressed by the founder of Telegram to counter terrorism and extremism,” the press service said.

The press secretary of the Moscow City Court Ulyana Solopova told Interfax that Roskomnadzor can independently decide on the execution or non-execution of the court decision, which had previously satisfied their claims to block Telegram.

In turn, a source in the Russian authorities told Interfax on Thursday that Telegram administrators did not provide the Russian authorities with encryption keys to their resources, but they cooperate on specific requests in the fight against extremism and terrorism.
